The Carter County Detention Center is one step closer to getting some much needed work on floors throughout the facility, but commissioners this week want jail staff to first review two submitted bids.
The Carter County Commission on Tuesday voted to table awarding the bid for the jail floor repairs until staff can review both options. One bid from Ethereal Epoxy Flooring was for $85,090 while the other bid from LS Concrete Coating was for $57,355.

After several minutes of discussion between commissioners about the differences in prices, warranties, and other details between the two, commission chair Barry Lee-Brinkman made a motion to table a vote until jail staff can review both options.
“I just want to make sure we’re comparing apples to apples here,” Lee-Brinkman said.
The commission in January voted to put needed repairs out for bid to address flooring issues across the roughly 40-year-old facility. During the commission’s annual inspection of the facility last month, several areas of the facility had uneven floors in the kitchen, through several corridors, and large chucks of concrete missing in the shower area.
Floor repairs are also expected in the jail’s sally port and laundry room.
The commission on Tuesday also approved a $4,370 bid from Kingston-based Lakeside Logistics to haul a 2,500-gallon pumper truck from Ohio. The commission last week approved purchasing the used vehicle from a volunteer fire department.
In other business, the Carter County Commission on Tuesday:
- approved four ODOT claim forms related to the Newport Road project;
- approved one road crossing permit for Select Water along Dead River Road;
- approved a service agreement with Guy Engineering to resurface a portion of Red Cedar Road;
- approved county officers’ reports, requisitions and purchase orders.
